DOC-METER
The Sixth Doctor was bombastic and extremely proud of himself, to the point where his ego threatened those around him. Fortunately, he began to take himself less seriously over time and grew into a delightfully pompous hero with a killer lexicon.

SCREWDRIVER
None as such, but did use a "sonic lance" in Attack Of The Cybermen, which was purple in color, shaped like a toy train and covered in green and red buttons. Unlike the sonic screwdriver, this device could cut and be used as a direct weapon.
COSTUME
A patchwork plaid frock coat, mostly red with green and stripy patches, yellow and pink lapels and a cat badge on the right lapel(courtesy of Colin Baker). The trousers were yellow, with stripes and the shoes were green, with red ankle armours.
Under the coat, a white shirt with question marks embroidered on the collars, and a woolly or linen waistcoat with a variety of patterns. Sometimes also carried a rainbow umbrella.

OVERALL ERA
Whilst Colin only really had one terrible story(the others were either messy, meh or actually good), his first season was hampered by terrible writing when it came to his character, making it extremely difficult to like his Doctor until the far superior season 23.
I am confident that if Colin had even one more season, without terrible characterisation or slightly muddled story arcs, he would've shined brightly. Whatever else happened, he was the Doctor... whether you like it, or not.
